Are these birthday hats for kids or adults?

These are birthday hats for kids ages 3 and up, and adults can join in for photos. Each paper cone stands about 8.4 in (21 cm) tall, tall enough to stand out in a group picture. On adults they make a playful photo look, but a paper cone on an elastic strap is party headwear, not a fitted hat.
